Insp. Jacques Clouseau teams up with a squad of International detectives who are just as bumbling as he is. Their mission: Stop a globe-trotting thief who specializes in stealing historical artifacts.

To prove that he still is strong and powerful, Philippe Douvier decides to kill Chief Inspector Jacques Clouseau. Once Clouseau s death has been announced, the former Chief Inspector, Charles Dreyfus, feels much, much better and is released from the mental hospital. Jacques Clouseau tries to take advantage of his death and goes under cover with Cato to find out who tried to assassinate him.

Charles Dreyfus escapes from the mental asylum and tries to kill Chief Inspector Jacques Clouseau. He doesn t succeed at first, so he takes on another strategy, namely to build a Doomsday machine and demand that someone else kills Jacques Clouseau, or Dreyfus will use the machine to wipe out whole cities and even whole countries... With about 22 assassins from all over the globe on his tail, Clouseau decides to find Dreyfus alone and put him back in the mental asylum.

However, now as a young woman, rebels in her home country have seized power and are demanding the return of the jewel. Dala relaxes on holiday in an exclusive skiing resort but noted British playboy, Sir Charles Lytton is in town. He is secretly The Phantom - infamous jewel thief who has eyes on the Pink Panther. Charles s playboy nephew George follows to the resort in an attempt to steal it and blame it on The Phantom , not knowing that it s his uncle. On the Phantom s trail is Inspector Jacques Clouseau, from France, and his wife who, unknowingly to Jacques, is the lover of Charles and helper in the Phantom s crime. Jacques tries to stop the attempts but he is so clueless that when several attempts are made at a fantasy-dress party...

That famous jewel, The Pink Panther, has once again been stolen and Inspector Clouseau is called in to catch the thief. The Inspector is convinced that The Phantom has returned and utilises all of his resources - himself and his oriental manservant - to reveal the true identity of The Phantom .
